More is possible, but load grows with what people build rather than with headcount alone: several players each running their own Create factory cost far more than the same group sharing one workshop. Only in loaded chunks. When the last player near a factory leaves, that area unloads and its shafts, belts and steam engines pause until someone returns. The server itself stays online around the clock, so the world is always there to join, but production only runs while players are nearby. Keep core machines close to spawn or your main base.
