Create a collection on the Steam Workshop, copy the numbers at the end of its URL, and paste them into the Workshop collection field on the Startup tab. The server downloads the collection on its next start. Addons that are not on the Workshop, like ULX, go into the garrysmod/addons folder over FTP.

A Sandbox, TTT, or Prop Hunt server runs comfortably on 2 GB. A DarkRP server with a large Workshop collection, custom jobs, and entities is happier on 4 GB. Garry's Mod runs on a single CPU thread, so clock speed and addon quality affect lag far more than extra memory. You can change RAM from the panel at any time.

Not to start it: your server runs, is listed publicly, and is joinable without a Steam Game Server Login Token. For a public community server you should still add one, because Garry's Mod ranks servers without a token much lower in the server list, and a token keeps your server in players' favourites if its IP address ever changes. Create it on Steam for App ID 4000 (one token per server) and paste it into the Steam Account Token field on the Startup tab.
