No. The dedicated server installs and runs on its own, so your group can drive the base California, Nevada and Arizona map straight away. Owning the game only matters if you later want to add map DLCs or Steam Workshop mods, since those are generated as a server package from a player's own copy.

A Convoy session holds up to 8 drivers, the limit SCS Software sets for the official dedicated server. Because it runs on our hardware instead of a player's PC, the Convoy stays reachable whenever someone wants to log a few miles, even when the original host is offline.

Yes. American Truck Simulator has a huge map-mod scene, from large projects like Coast to Coast and ProMods to the official state DLCs. The server does not fetch them itself: one player exports a server package from their own game with the mods and DLCs enabled, then uploads it in the Files tab.
